WASHINGTON, DC (March 25, 2025) — Today, Congresswoman Valerie Foushee (NC-04) released the following statement after the U.S. House of Representatives voted to pass her and Congressman Max Miller’s (OH-07) bipartisan bill, H.R. 1534, the Innovative Mitigation Partnerships for Asphalt and Concrete Technologies Act, or the “IMPACT Act”. The IMPACT Act will boost American innovation and manufacturing in low-emissions cement, concrete, and asphalt production, and advance market demand for these innovative building materials in the transportation and industrial manufacturing sectors.

Specifically, the IMPACT Act:

Enables industry and DOE to work collaboratively on fundamental research that will enhance existing production methods and unlock new innovative techniques; and

Authorizes DOE, in consultation with other federal agencies, to offer technical assistance to entities seeking to promote the commercial application of low-emission cement, concrete, and asphalt.

Today, the IMPACT Act passed the House by a vote of 350-73. Last Congress, the IMPACT Act unanimously passed the House Committee on Science, Space, and Technology markup by a vote of 38-0.
